The Premier League have released the audio exchange from the moment
The Premier League’s official Professional Game Match Officials Board (PGMO) have agreed to release the recorded audio exchange made between officials during the build-up to the controversial decision to disallow Callum Wilson’s 95th minute equaliser against Arsenal on Sunday.
Wilson thought he had scored a vital equaliser for his side against the league leaders, only for on-field official Chris Kavanagh to eventually rule out the goal for an alleged foul on David Raya in the build-up to the strike.
VAR official Darren England called Kavannagh over to view a pitchside monitor, where — after an arduous delay — he decided that West Ham defender Pablo had fouled Raya in the build-up.
The exact reasoning behind that decision, and the discussion between VAR and on-field officials, has now been unveiled by VAR.

As part of the PGMO’s Mic’d Up programme, on Sky Sports, the organisation’s chief Howard Webb spoke to Michael Owen about the controversial call, before sharing the audio from the moment.
Ahead of the broadcast, Webb said: “This gives us an opportunity to show the world the way that the officials work through situations.
“It allows people to hear the communications, it allows us to show the process that they’re going through and it allows us to be transparent which is what we’ve always said we wanted to be.”

Everything said by VAR before the decision was made:
As quoted in reports from The Mail, and The Mirror, a full transcript from the exchange has been revealed.
The clip begins with the VAR officials saying: “Possible foul on keeper”, to which one of Chris Kavangh’s assistants referees responds: “I don’t see any foul on the goalkeeper.”
VAR then says: “Checking the on-field decision of goal. OK, let’s play it through, let’s play it through. Let’s just get a feel now.
“It’s literally just a possible foul on Raya, what I’m seeing in terms of that.
“OK, let’s get a tighter angle on the goalkeeper please.”
On viewing the replay, the VAR says: “For me, there is a foul. Potential foul with the arm.”
“His hand is holding his arm down. That’s impactful, for me. The left arm there, is holding, is across the body.
“He’s across the head and he’s holding the left arm of Raya, there.
“Which impedes his ability to get to the ball properly.
This eventually leads the VAR team to say: “I think, for me, we send him for an on-field review to look at the possible foul on the goalkeeper. And then we get him to look at the other incidents as well. I think that’s the best decision in terms of this.
They say: ” Chris (Chris Kavanagh), I’m going to recommend an on-field review for a possible foul on the goalkeeper but there are some other incidents to look at while you’re at the monitor as well.
“So, I’m going to show you a possible foul on the goalkeeper.
“The left arm of Pablo comes across Raya and holds onto the left arm of Raya as he goes to win the ball.
“Yeah, but then I’m just going to show you some, obviously, other angles on that incident, of players.
“You’ve got Declan Rice and you’ve got Trossard.”
The referee can be heard responding: “I don’t know what you’re trying to show me, give me a clue.
VAR responds: “Trossard on Pablo. Just if you look at Trossard on Pablo. Give me a better angle on that.
The on-field official says: “I don’t think there’s much in that at all, I’m happy with that.
Finally VAR checks: “And then if you just want to consider the actions of Declan Rice on Mavropanos at the back. But the foul happens on the goalkeeper before.”
Following these checks, the match officials finally concluded that the goal should be overturned due to the foul by Pablo on Raya, with the other potential offences, by Trossard and Rice, having taken place after the incident on Raya.
