{"id":114,"date":"2025-07-12T11:14:55","date_gmt":"2025-07-12T11:14:55","guid":{"rendered":"https:\/\/www.worldpumpnews.com\/?p=114"},"modified":"2025-07-12T11:14:55","modified_gmt":"2025-07-12T11:14:55","slug":"africas-top-garment-exporter-could-fold-under-us-tariffs-minister-says","status":"publish","type":"post","link":"https:\/\/www.worldpumpnews.com\/?p=114","title":{"rendered":"Africa\u2019s top garment exporter could fold under US tariffs, minister says"},"content":{"rendered":"<p><\/p>\n<div>\n<p>Unlock the Editor\u2019s Digest for free<\/p>\n<p class=\"article__content-sign-up-topic-description o3-type-body-base\"><span>Roula Khalaf, Editor of the FT, selects her favourite stories in this weekly newsletter.<\/span><\/p>\n<p><iframe class=\"article__content-sign-up-iframe close\" scrolling=\"no\" id=\"signUpIframe\" data-prev-url=\"\/register\/in-article-sign-up?ft-content-uuid=6175a0d0-cc8d-4d65-ad25-a1e13398403d\"><\/iframe><\/div>\n<div id=\"article-body\">\n<p>Lesotho\u2019s trade minister has warned that the country\u2019s textiles industry, a major exporter to brands such as Levi\u2019s and Wrangler in the US, risks having to fold if Donald Trump presses ahead with 50 per cent tariffs.<\/p>\n<p>Mokhethi Shelile told the Financial Times that a national \u201cstate of disaster\u201d declared this week would allow the government to fast track the creation of 60,000 jobs in other sectors over two years, as it prepares for the end to the pause on the so-called liberation day tariffs the US president announced in April.<\/p>\n<p>\u201cWe are waiting anxiously for a possibility that we will be given a good, favourable rate and that favourable rate\u2009.\u2009.\u2009.\u2009can only be 10 per cent or less,\u201d Shelile said. \u201cAnything beyond that, we fear that our textile industry that is exporting to the United States will either have to change to other markets or simply just fold up.\u201d<\/p>\n<p>Lesotho, an unexpected success story born out of Washington\u2019s 25-year-old African Growth and Opportunity Act (Agoa) that offers tariff-free access to the continent, was recently dismissed by Trump as \u201ca country nobody has ever heard of\u201d.<\/p>\n<p>The mountain kingdom of 2.3mn is Africa\u2019s largest garments exporter to the US, which in April threatened to impose a 50 per cent tariff on its exports, one of the highest rates on any country.<\/p>\n<p>Lesotho\u2019s vibrant textiles industry is the country\u2019s largest private employer, accounting for around 40,000 jobs, but there have been mass lay-offs since the tariffs were first announced. There are no new orders coming in.\u201d<\/p>\n<p>The state of disaster would allow the government to bypass standard, time-consuming bureaucratic processes and fast track plans to create thousands of jobs in construction and agriculture, Shelile said.<\/p>\n<p>All ministries have been ordered to contribute 3 per cent of their budget into a $22.2mn fund that will be used for youth grants and entrepreneur loans intended to bolster the private sector, he added. <\/p>\n<p>The country has a youth unemployment rate of 48 per cent.<\/p>\n<p>The shifts in US policy in terms of how it handles countries like Lesotho were \u201cadding to the wound that was already there for many years\u201d, said Shelile. <\/p>\n<figure class=\"n-content-image n-content-image--full\" data-component=\"image-set\"><picture><source media=\"(min-width: 700px)\" srcset=\"https:\/\/www.ft.com\/__origami\/service\/image\/v2\/images\/raw\/ftcms%3A7c6b70fa-99c2-4936-b53c-315b41e8b8dc?source=next-article&amp;fit=scale-down&amp;quality=highest&amp;width=700&amp;dpr=1 1x,https:\/\/www.ft.com\/__origami\/service\/image\/v2\/images\/raw\/ftcms%3A7c6b70fa-99c2-4936-b53c-315b41e8b8dc?source=next-article&amp;fit=scale-down&amp;quality=highest&amp;width=700&amp;dpr=2 2x\" width=\"1459\" height=\"1021\"\/><source media=\"(max-width: 490px)\" srcset=\"https:\/\/www.ft.com\/__origami\/service\/image\/v2\/images\/raw\/ftcms%3A3230cc7c-7236-4609-8da7-267c262b3f13?source=next-article&amp;fit=scale-down&amp;quality=highest&amp;width=490&amp;dpr=1 1x\" width=\"625\" height=\"630\"\/><img decoding=\"async\" src=\"https:\/\/www.ft.com\/__origami\/service\/image\/v2\/images\/raw\/https%3A%2F%2Fd6c748xw2pzm8.cloudfront.net%2Fprod%2F377d7ab0-1ad2-11f0-b77a-d38be5ecdf8d-standard.png?source=next-article&amp;fit=scale-down&amp;quality=highest&amp;width=700&amp;dpr=1\" alt=\"Map showing Lesotho, a landlocked country surrounded by South Africa, with its capital Maseru marked\" data-image-type=\"graphic\" width=\"1459\" height=\"1021\" loading=\"lazy\"\/><\/picture><\/figure>\n<p>Colette van der Ven, chief executive of Tulip Consulting, which specialises in international trade and\u00a0sustainable development, said Lesotho contributes only about 0.02 per cent of the US total deficit, meaning a 50 per cent reciprocal tariff \u201cmakes zero sense\u201d. <\/p>\n<p>\u201cThe garment industry is a highly fragmented value chain, and a lot of that value isn\u2019t actually added within Lesotho,\u201d she added. \u201cIf the US really wants to target [its] trade deficit, this is not the country to target.\u201d<\/p>\n<p>The Trump administration has said it is working on a \u201ctemplate\u201d it will use to negotiate deals with African countries.<\/p>\n<p>Speaking from a fashion buyers\u2019 event in Cape Town where Lesotho exporters were showcasing their wares, Shelile said the ongoing turmoil over tariffs had pressured the government into redoubling efforts to diversify its buyer market.<\/p>\n<p>\u201cWe are making inroads into the South African market to sell some of the things that would be going to the US.\u201d<\/p>\n<p>But analysts warned that diversification efforts may not provide an easy solution, particularly within the continent.<\/p>\n<p>\u201cFor the most part, other African countries are not consuming the same products as Americans are,\u201d said Donald MacKay, chief executive of Johannesburg-based XA Global Trade Advisors. \u201cSo you\u2019re not going to replace the US with Africa.\u201d<\/p>\n<\/div>\n<p>#Africas #top #garment #exporter #fold #tariffs #minister<\/p>\n","protected":false},"excerpt":{"rendered":"<p>Unlock the Editor\u2019s Digest for free Roula Khalaf, Editor of the FT, selects her favourite stories in this weekly newsletter.
